The City will notify property owners by letter when an area is scheduled to be inspected. Notices will be sent in phases. The City may also contact owners in-person, by email, or by telephone.
Inflow & Infiltration Inspection Program
The City of Steinbach is launching an Inflow & Infiltration (I&I) Inspection Program in selected areas. The program supports the City’s Land Drainage By-Law No. and is intended to reduce rainwater and groundwater entering the sanitary sewer system.
Why the program matters
The sanitary sewer system is intended to carry wastewater and limited amounts of rainwater or groundwater. Extra water entering the system can contribute to system overload and increase the risk of sewer backup during heavy rainfall.
Identifying and correcting improper connections or sources of infiltration helps protect your home, other homes, businesses, and municipal infrastructure.
Proper sump pump discharge and foundation drainage help move groundwater away from your home, while reducing unnecessary flow into the sanitary sewer. Identifying and correcting improper connections can help reduce the risk of basement water problems and sewer backup during periods of heavy rainfall.
Inspection Process
What properties will be inspected
What an inspection may include
- An in-home sump pump inspection to confirm the discharge location and review possible cross-connections, foundation drains, or evidence of a former sanitary connection.
- A backyard sewer tank inspection, including the tank, lid, risers, joints, and surrounding landscaping, in applicable areas of the City.
City staff will provide identification upon request. The property owner or an authorized adult representative must be present, and a Permission of Entry form will be signed before entry. Inspection findings and relevant photographs will be recorded by the City.
If you receive a letter, please schedule your inspection by the date shown in your notice.

If an issue is found, the City will provide a written By-Law Order identifying the required corrective work and a compliance date. A re-inspection may be required to confirm completion. Reasonable extension requests may be considered where circumstances such as seasonality or contractor availability affect the work.
These corrections are intended not only to reduce unnecessary flow into the sanitary sewer, but also to help ensure that groundwater and rainwater around the property are managed appropriately.
A second notice may be issued if the City does not receive a response. If reasonable efforts to arrange an inspection are unsuccessful, the matter may be referred for formal by-law enforcement. Enforcement measures or penalties may apply under the Land Drainage By-Law.
